Originally founded in 1996 as a self-help group, the aim of FLay was and is to provide a point of contact for all gays and lesbians in the country, to offer counselling for coming out problems and to break down prejudices against homosexuality. The Free List's motion for a registered partnership called on the government to draw up a bill on same-sex partnerships. The partnership law finally came into force on 1 September 2011 and was approved by the people with 68.8% of the vote following a referendum on 19 June
