DescriptionBefore the 2012 EEOC ruling, no statewide or federal protections existed for LGBT people in employment. Democratic governor Paul Patton signed an executive order in 2003 banning discrimination on the basis of gender identity or sexual orientation. Republican Paul Patton rescinded this 3 years later in 2006, and Democrat Paul Beshear reinstated it in 2008.
